The simple answer to your question is, yes the HX100v can be used by beginners for selling images on stock sites. It has enough resolution (megapixels) to meet the requirements of many stock agencies and the camera is capable of taking high quality images, especially at lower ISO settings.
Many micro-stock websites have minimum image size requirements that most point and shoot or super zoom cameras today are capable of meeting. Therefore there are many people who have pictures accepted to some micro-stock sites that are taken using cameras with smaller image sensors such as the Sony DSC-HX100v.
The 16.2 megapixel image sensor of the Sony HX100V has enough resolution to meet the requirements of many stock photo sites.
